Karma is like "what goes around, comes around". If you´ve been good, you should expect something good happening to you in return because you´ve been good. And if you´ve been bad, you should expect something bad happening to you because you have been bad.
So the point of the karma-thing is to give good karma to someone you feel has been good in their posts, and bad karma to someone you feel have been bad in their posts.
You don´t need to give any bad-karma to anyone.
You give away good karma by clicking "exalt" under their avatar. And "smite" means to give bad karma to someone.
